    chmod +x ./PreferencePanes/Choosy.prefPane/Contents/Resources/Choosy.app
    seems to have worked...

    uninstalling and reinstalling for "just this user" seemed to work. when it asked for permission to run the app, which it didn't do during the other installs. Going to try reinstalling for everyone laster.

    just noticed that on the non-working pc the icon is not in the menu bar and under general it says that it isn't started. Even after clicking start it still fails. it appears that it just isn't starting.
