I suggest you...

Make the rules work with Dashboard.

Right now if you specify the app as Dashboard, it doesn't actually follow the rule. It would be nice to work with Dashboard. Or even individual widgets.

        I wondered if it was because the 'source' was the widget rather than Dashboard.app, but the 'Select Source Application' only allows a .app to be selected, and not the .wdgt from ~/Library/Widgets

        I'm using the Delivery Status widget to reproduce this behaviour. WIthout a rule on Lion, the Choosy prompt appears on the desktop, but then when closing the Dashboard, Choosy loses focus and the prompt closes. This is why I'm trying to add a rule that clicks from the Dashboard (or this widget) will just directly open the best or favourite browser.
